DESCRIPTION:  Eduardo Velasquez\nSenior Director of Research and Economic Development \nSan Diego Regional Economic Development Corporation \nMr. Velasquez is an analytical professional with experience in both the private and public sectors. He is currently a director at the San Diego Regional Economic Development Corporation (EDC)\, a non-profit mobilizing business\, government\, and civic leaders to maximize the region’s economic prosperity and global competitiveness. Eduardo leads a team responsible for analyzing the scale and depth of impact that industry and development have on the region’s economy as well as supporting companies looking to grow within the region. Prior to joining EDC\, he worked as an Economist and Risk Management Consultant at Wells Fargo Bank. Eduardo earned an MA in Business Economics in 2008 from UC Santa Barbara\, as well as a Double BA in Business Economics and Law & Society in 2006. \nHis research in the region has led him to advocate for public and private investment in and supportive of the segments of our community that have been historically and systemically excluded from growth and prosperity—not simply because it’s the right thing to do\,  but because it’s an economic imperative. While small businesses employ 60 percent of San Diego’s workforce\, the region continues to struggle to compete for new customers and talent. On top of that\, supply chain disruptions have impacted nearly every industry in our region. Eduardo sees the connection between local small businesses to big\, institutional industries builds resiliency for both sides. And if San Diego’s Black and Hispanic youth were prepared for post-secondary education at the same rate as White youth\, our region’s talent shortage would become a talent surplus. SUMMARY:BORREGO U: Aquifers and Water-Dependent Ecosystems
DESCRIPTION:Travis Huxman will be presenting Aquifers and Water-Dependent Ecosystems.\nHow plants use water resources in desert ecosystems has implications for a number of issues important to society. In Borrego Spring the issue is of particular importance because vegetation has the potential to impact the amount of water that is available in the groundwater system for use by agriculture\, recreation\, and domestic/commercial use. Desert plants can intercept water in transit to the groundwater system and also directly access groundwater where it is sufficiently near the ground surface. Plants can have diffuse\, minor effects across large areas\, or impactful patterns of extraction in localized habitat. California’s 2014 Sustainable Groundwater Management Act (SGMA) requires critically overdrafted basins such as Borrego Springs to detail their system-wide water budget\, which requires careful consideration of how plants affect water resources and an understanding of potential impacts of changes in the groundwater system on such groundwater dependent ecosystems (hereafter GDE’s). \nWe have been carrying out research in the basin looking at the ecohydrology of desert plants and the role of GDE’s in the water budget\, funded by a grant from CA Department of Water Resources through the Borrego Water District. Our work demonstrates a high probability of mesquite accessing groundwater in the basin\, satisfying the definition of a GDE\, and requiring consideration as a beneficial user under SGMA. We have been tackling important questions related to management\, such as the spatial distribution of the ecosystem\, the patterns of water-use in time\, the magnitude of groundwater extraction\, and the trajectory of ecosystem health. Join us for an introduction to this group by the board chair; John Peterson. Learn how this group is formed\, how they communicate with the county\, and why they are important in building the future of our community. \nYou’ve probably heard of the Borrego Springs Community Sponsor Group but might not be sure what it does. It’s actually one of the few government-authorized citizen groups in town\, along with for example the Water District and the Board of Education. It serves as an advisory group to County officials — acting as the formal conduit between people and businesses in Borrego and the various planning authorities in San Diego County. John Peterson is the new Chair of the Sponsor Group\, and he will give us background on its roles and importance as our community prepares to plan to meet our economic and environmental challenges in the future. \nA refresher if needed: you might have heard about possible new residential development here\, and even new public buildings planned in the village core — it’s early days\, but there are possibilities of a new Senior Center\, with assisted living facilities; a new fire station with attached 24/7 clinic; and new development\, a mix of commercial and residential\, on the land between the ArtPark (behind the Borrego Art Institute) and The Mall’s east parking lot. \nThose who are starting to plan and design these new building projects would like input from the community\, from people like us who care about Borrego Springs. But we need to understand the possibilities and limitations within which this building can occur. Giving us that kind of background is the intent of “Borrego U\,” a series of talks organized by the Borrego Valley Stewardship Council with grant support from the California Department of Water Resources’ Sustainable Groundwater Management Program. DESCRIPTION:The home you live in\, stores you shop at\, and places where you work and play all have a\nconnection to the County of San Diego. Managing the built environment and how it fits into the\nmosaic of regional social\, economic\, and environmental systems is a big part of what the County\ndoes. The County works with a wide range of stakeholders to understand the needs of\ncommunities. County planning staff continually seek to answer important questions like where\nwill future growth occur\, or not? How is your neighborhood changing? What kind of new homes\nwill be built\, and will they be safe? How do we offset climate change? \n  \nThe goal of County planning efforts is to balance community\, economic\, and environmental\ninterests to ensure the highest quality of life for the public of San Diego County. To help achieve\nthis\, the County of San Diego department of Planning &amp; Development Services (PDS) has a Long\nRange Planning Division that is responsible for maintaining planning documents\, programs\, and\npolicies as required by federal\, state\, and local laws. As directed by the County Board of\nSupervisors\, the Division aims to modernize regulations and remove barriers without\ncompromising public safety\, the environment\, or quality of life. Organized by interdisciplinary\nsections\, County planners operate cross-functionally to ensure flexibility and full integration of\nplanning efforts. DESCRIPTION:Howard Blackson will be presenting Town Planning 101. \nTown Planning involves processes undertaken by the County or City planning departments to visualize\, plan for\, coordinate\, and act on the three-dimensional physical layout of the town. This includes the zoning of different areas for various uses\, such as residential\, commercial\, and office spaces. It also includes the subdivision of public property and the creation of public streets and park spaces. In addition\, it takes into consideration the economic\, transportation\, political\, legal\, environmental\, utility and sanitation infrastructures. \nThe goal of town planning is to achieve a desired urban form and to ensure that a certain level of walkability\, adaptability\, efficiency\, and economy are built in and adapted to over time. The public streets and spaces provide the long-term structure for building a town\, and private development provides the day-to-day life within this framework is allowed to change and adapt as needed. \nToday\, town planning has been dominated by zoning\, the regulation of private property. However\, this focus on zoning can sometimes overlook the more permanent and important patterns of subdivision\, which involve the ordering of public and private property.
